Caligula was a noble and moderate young ruler, but it is said that his personality changed completely after falling to a grave illness.
In order to deify himself, he ordered the construction of his own divine statue around where Jaffa is now. You can find out more from the books I have.

This enraged the locals, who destroyed the statue in a riot and threw it out into the fields.
